2 1/4 cups all-purpose flour
1 cup dark brown sugar
1/2 cup granulated sugar
1 cup unsalted butter softened
2 large eggs

2 tablespoons milk
18 soft caramel candies unwrapped
1/4 cup granulated sugar for coating

Instructions
